MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY April 4, 2008 AFTERNOON SESSION, April 4, 2008, 1:30 p.m.
The opening worship was led by the retiring moderator, Rev. Shirley Topar. The service opened with the congregation singing “Open My Eyes, That I May See” accompanied by Jo Ann Beard at the organ. Rev. Topar read from Matt 13:24-30. She prayed and spoke on the parable “The wheat and tares”. Today there are weeds and tares all around us. Can we let the tares (those who don’t believe as we do) live with us in the world today? We don’t have the right to decide who are wheat and who are tares, only one in Heaven can. Rev. Topar closed with prayer.
Rev. Randal Leslie gave the necessary announcements.
The Moderator called the meeting to order and after a sign in roll call, the Clerk declared a quorum present.
Rev. James Messer prayed the Constituting Prayer. Rev. Shirley Topar was elected Moderator by acclamation. Rev. James Messer was elected Vice-Moderator by acclamation. The program was adopted as printed.
Visitors: Rev. Frank Ward (West Tennessee Presbytery), Moderator of General Assembly, and Executive Director of the Program of Christian Education was seated as an advisory member.
Recess was called for committee appointments: The moderator declared recess out and appointed members to the select Committee on Overtures, Resolutions and Excuses: Chr. Rev. Carroll Richards, Rev. Melissa Goodloe, Rev. Geoff Bunting and elders Raymond Scales and Tom McReynolds.
Announcements: A donor heart has been found for Eduardo Montoya Jr. Rev. David West, the new pastor of Lincoln, was introduced.
Communications: A letter from Red River Presbytery concerning Henry Arriole being dropped from rolls as an ordained minister. The report of Organization of the Cumberland Christian Community was read. The Treasurer’s Report was received.
Denominational Representatives: Rev. Frank Ward, Moderator of General Assembly, spoke about the good news—we are in the midst of a mess of transition. It’s in the midst of a mess that God in Christ enters. Good things are happening. When you wake up Jesus, somethings gonna happen. Good things are happening through young people and in new candidates for ministry, all program agencies in the denomination met in a global retreat and refocus on the world not just the U.S. We’re waking up Jesus in the CP Church. Rev. Ward also brought flyers about programs in the church. Construction has begun on the new center and we have four months to vacate the old headquarters. Dr. Carroll Richards, spoke on behalf of the Center Task Force. He showed a schematic of the two new denominational center buildings. The Warren Building was sold to the Boys and Girls Clubs. The main building was sold to Chick-Fil-A; the closing is set for May 9 with 45 days to vacate. Closing on the two new buildings was Feb. 22. The contract has been awarded on the new buildings with the hope to occupy in late July. We must raise $500,000 to be debt free on the buildings and $300,000 to retire old debt. There are outstanding pledges of $200,000. Website www.ilovemychurch.net for a list of contributors. He gave an overview of the new buildings and asked for pledges to be fulfilled, or if you haven’t given to the building project, please give.
BOARD REPORTS
The report of the Board of Christian Education was read and its recommendation adopted, marked “C” and placed on file.
The report of the Board of Ministry was concurred in as read. Per Recommendation Three, Gail Allen was introduced to the body and he told Presbytery about himself and was examined by Presbytery. Rev. Messer asked the constitutional questions and prayed. Gail Allen was accepted into the Presbytery and his name was entered onto the roll as a candidate. The recommendations were adopted, and the report was marked “D’ and placed on file.

The report of the Board of Finance and Trustees was read. A letter from Terra Sisco concerning insurance was referred to the Committee on Excuses, Overtures and Resolutions. A motion was made to amend the recommendation that North Central Presbytery pay 35% instead of 20% of the premium; motion carried. A motion that the extra 15% be paid from cash management fund was made; motion carried. The report was concurred in, its recommendation adopted as amended, marked “E” and placed on file.
The report of the Board of Heritage and Witness was read, its recommendation adopted, marked “F” and placed on file.
The report of the Board of Judiciary and Session Records was accepted as read, marked “G” and placed on file.
The report of the Board of Nominations was read and accepted, marked “H” and placed on file.
The report of the Board of Congregational and Pastoral Care was read. Recommendation One was amended for clarification of which church to read, “Presbytery is to look into the situation concerning the Petersburg, IL church for future action” by motion vote.” The report was concurred in, its recommendations adopted as amended, marked “I” and placed on file.
The moderator called recess until the evening service. Rev. Randal Leslie gave the closing prayer and blessed the meal.
EVENING SESSION April 4, 2008 7:00 p.m. The Consecration Service was conducted by the CPWM. The prelude, “Amazing Grace” was played by Tracy Durgy at the piano and Jo Ann Beard at the organ. The Moderator called recess out. The congregation sang “Trust and Obey”. Lucy Becker read James 1:5 and explained the Laos Vision School project for which the evening’s offering will be used. The offering of $423.00 was received by Sara McCawley, Nancy Gordon, Marilyn Tisdale and Jeanne McCutchin. June Smith offered the Offertory Prayer. The speaker of the evening, Debbie Shanks read from Proverbs 3:5-6 and spoke on trusting in God and He will Set Our Paths Straight”. We all know what trust means but what does “lean not on your own understanding” mean? We don’t always understand our purpose in life. Only God understands the greater purpose of our lives and will set our paths straight. She closed with prayer and the congregation joined in singing “Tis So Sweet to Trust in Jesus.” The Communion Service was officiated by Rev. Randal Leslie assisted by the Revs. Albert Smith, Kevin Vanderlaan, Terra Sisco and Shirley Topar. Rev. Leslie closed with prayer and the congregation sang “He Touched Me.” Rev. Leslie gave the Benediction. The moderator declared recess until 8:30 a.m. Saturday morning.
SATURDAY MORNING, April 5, 2008 8:30 a.m.
The morning devotional was led by Candidate J. C. McDuffee with Jo Ann Beard at the organ and Tracy Durgy at the piano. The congregation sang “We Gather Together” and “Near to the Heart of God”. He opened with prayer. He read from Exodus 29:42-46 and spoke on “Why Do you Go to Church”. The church is the place to meet God and introduce people to God. We should be prepared to meet God when we go to church.
The Heritage Report of Elm River (the Brown Church) CPC Church was given by Chris Blevins.
The moderator called the meeting to order. After a voice roll call, the clerk declared a quorum present. The minutes were approved as corrected.
Visitors: Rev. Frank Ward, West Tennessee Presbytery, Moderator of General Assembly, was seated as an advisory member.
Communications: A blessing --Eduardo Montoya, Jr. did receive a heart and came through surgery well.
The Report of the called meeting of General Assembly of December 12, 2007 was read by Rev. Shirley Topar, marked “J” and placed on file. Report on the Ministry Council by Roy Shanks. The Council was formed to make our denomination a better functioning unit. At the beginning of thinking about a move of the center, there was a lack of harmony in the denomination so the Organizational Task Force was appointed to address the issue. Its report completely restructured the operation of the Church with the merger of all committees into the Ministry Council consisting of 21 members in charge of the complete corporation. General Assembly will have to approve the merger this summer. Roy distributed a flyer explaining overview of all the ministry teams and the ministry council in a global ministry.
Moderator Ward clarified the $250,000 that initially was going to fund the Ministry Council will not have to be borrowed because funds are in place and that the Council is blessed to have Roy and hopes he will continue to serve as a member.

Report 2 of the Board of Ministry was read and concurred in, marked “K” and placed on file.
The report of the Select Committee on Overtures, Resolutions and Excuses was read, its recommendations adopted, marked “L” and placed on file.
Rev. Terra Sisco thanked Presbytery for increasing insurance payment.
The minutes were accepted as read. After a final voice roll call, a quorum was declared.
The meeting was adjourned to meet on October 10, 2008 at 1:30 p.m. CDT with the Bethany CPC in Bethany, IL.

To: North Central Presbytery of the Cumberland Presbyterian Church, Spring meeting, Chandler, IN. April 4-5, 2008
The ceremony was held on Sunday, March 9, 2008, in the facilities of Fox Valley Baptist Church, 16N562 Vista Lane, East Dundee, IL. This is the new meeting place of Cumberland Christian Community.
There was a gathering of about 150 people representing the congregations of Fox Valley Baptist, Ebenezer CP church and the local congregation, Cumberland Christian Community.
Worship service began about 1 p.m. with some songs of praise led by the musical group of the local congregation. Pastor Reverend Rene Alvarez welcomed all people attending, gave some announcements, and immediately after, the offering was collected. Reverend Phil Zilinski, pastor of Fox Valley Baptist Church gave words of greeting in behalf of his congregation, expressing how pleased they were with the Cumberland CC congregation meeting in their building.
Reverend Lynn Thomas, Director of Denominational Cross-Cultural Ministries was in charge of the sermon. Rev. Eduardo Montoya, in behalf of North Central Presbytery presided at the act of organization, including ordination of elders, installation of the pastor and declaring Cumberland Christian Community as an organized church in our presbytery. Revered Lynn Thomas assisted with the ceremony and Rev. Jeremias Aros presented the charges to the congregation and pastor. He did the closing prayer.
The members of the Session are Lidia Zorrilla, Noe Tavera, David Davila and Carlos Ospinal. A list of 45 persons was called as members of the new organized church.

APPENDIX “C” REPORT OF THE BOARD OF CHRISTIAN EDUCATION To: North Central Presbytery of the Cumberland Presbyterian Church The Board of Christian Education (CE) met on February 23, 2008 with the following members present: Kevin Small, chr., Cheryl Allison, Anna Ruth Long, Nathan Brendal, youth moderator, Carla Harnacke, and Kim Wheeler.
Excused members: Kathleen Fischer, Melissa Goodloe and Terra Sisco. The meeting began with Kim Wheeler opening in prayer. New board member, Melissa Goodloe was recognized even though excused from this meeting. Election of officers for 2008 – Rev. Kevin Small, chairman and Kim Wheeler, secretary.
Report from Fall Convocation, November 9-11, 2007 – Convocation was held at Brush Creek Campground with Good Prospect Cumberland Presbyterian (CP) Church as sponsor. It was noted that this was the largest fall convocation for many years with more than 40 attending. Heather Wallace was retiring youth moderator. A video series “Dead Serious About Life” was shown and discussion groups were held. A singing team of brothers, Jed Adam and Jesse Adam from Effingham, Illinois, led the praise and worship on Saturday night and again on Sunday morning service.
Upcoming Events: Spring Convocation will be March 7-9, 2008, at United CP Church, Norris City, Illinois. Communication of Convocations and Camps announcements are sent to local churches. Request pastors, clerks, or designees to announce youth events in a timely manner to encourage youth participation. Camp Staff Training Event at Fairfield CP Church – Date to be determined due to conflicts in schedules. All individuals scheduled to be camp staff, or interested in working as staff at camps, are welcome to attend; contact Board of CE chair for future date. Training will be focused on Small Group Leadership, Relationship Building & Spiritual Development, and Recreation Community Building. Church Camps for 2008: Junior/Junior High Camp – Brush Creek – June 1st through 6th. Co-directors: Margaret Allison, Kevin Small, and Sandra Stence. Focus theme was not reported. $75.00 registration remains the same. NCPYC (BKK) – Brush Creek – July 27th through August 2nd. Co-directors: Chet Snyder and Cheryl Allison. Speaker – JC Groves. The Focus of the week is Romans 5:6-8 “Where You Are”; Bible Study Writer - Geoff Bunting, Outline reported Day 1-4 – Come As Your Are, There Are No Perfect People, Don’t Stay As You Are, and Be The Body. CE Conference at St. Columba Conference Center – November 4th through 7th in Memphis, Tennessee. Focus is on Revitalizing Sunday School. On-line Teacher Training Program is available as a free service to CP congregations. View www.openingdoorstodiscipleship.com and use CP login number 14549. Fall Convocation was discussed and church hosted convocations are suggested. A motion was made/seconded for $500 be requested from Cash Funds Management to fund convocations in the event a camp convocation is necessary.
Recommendation: We recommend that in the event a camp convocation is necessary, $500 be requested from Cash Funds Management to fund convocation.

APPENDIX “D” REPORT OF THE BOARD OF MINISTRY To North Central Presbytery of the Cumberland Presbyterian Church in session with the Chandler Cumberland Presbyterian Church, Chandler, Indiana, April 4-5, 2008:
The Board of Ministry met at the Comfort Inn in Casey IL on February 22, 2008 at 6:30 pm. Board members present were Rev. Shirley Topar - Chairperson, Roy Shanks, and Andy Pottorff. Candidate J. C. McDuffy was present. Also present were Rev. Kevin Vanderlaan, Gail Allen, and Karen Allen. Requests for excuse from board members Rev. Robert Watkins, Rev. James Messer, Rev. Randal Leslie, Elder Nick Ashley and candidates Herschel French, Darlene Gilding and Tim Goodloe were granted. Jimmy Gifford failed to contact the board and his absence is unexcused.
Rev. Topar led devotions, using Amos 7:12-17 and read from Ken Gire's Windows of the Soul regarding the ministry of Vincent Van Gough
The meeting was turned over to Rev. Dr. Jay Earheart-Brown, who brought a workshop on Baptism with emphasis on Infant Baptism. After a time of fellowship and refreshments, Rev. Topar led a discussion on the book, Let your Life Speak - Listening for the Voice of Vocation by Parker J. Palmer.
Rev. Ralph Blevins conducted a training workshop for elders approved to serve communion to their congregations in the absence of an ordained minister.
Recommendation One: That the following elders be approved to serve communion to their congregations when an ordained minister is not available - Scott Smothers of Burnt Prairie CPC, Bryan Cramer of New Hope CPC, and Priscilla Wilson of Casey CPC.
On Saturday morning, February 23, the group viewed the video, “The Undertaking,” which featured funeral director Thomas Lynch and showed how he cared for the grieving families as well as the deceased. A time of discussion followed.
STATUS OF THE CANDIDATES: Darlene Gilding is continuing chemotherapy and is awaiting reconstructive surgery.
Jimmy Gifford did not contact any members of the Board prior to this meeting.
Tim Goodloe was stranded in Florida by mechanical failure of his vehicle.
We received communication from Herschel French, requesting that his name be dropped from the roll of candidates.
Recommendation Two: That Herschel French be dropped from the roll of Candidates.
J.C. McDuffee has completed his classroom requirements for PAS, but has several assignments to complete and turn in. He has made a commitment to finish his homework and have it turned in within the next year. J.C. completed his assignment for this meeting, turning in a 1,000-word paper explaining his call to the ministry. A special time of prayer was held for J. C. McDuffee.
The Board met with Gail Allen, who wishes to come under the care of the presbytery and work toward ordination. Gail comes to us from the Bethany congregation and has a letter of recommendation from the session of the Bethany C. P. Church. Gail also brought a paper explaining his call to the ministry. We examined Gail regarding his call. A special time of prayer was held for Gail Allen.
Recommendation Three: That Gail Allen be accepted as candidate for the ministry.

APPENDIX “E” REPORT OF THE BOARD OF FINANCE AND TRUSTEES To North Central Presbytery in session with Chandler Cumberland Presbyterian Church, Chandler IN, on April 4-5, 2008: The Board of Finance and Trustees met in regular session on February 23, 2008 at Willow Creek Cumberland Presbyterian Church.
Members present were Mike Zoll, Terry Titus, Rita Vaught, Stephen Hughes, and Debbie Shanks. Dean McReynolds was excused from the meeting. Absent and unexcused were Don Findley and Vivian Fessenbeck.
Vice-Chairman, Terry Titus, called the meeting to order. Rita Vaught opened the meeting with prayer.
The Treasurer’s Report was examined and approved.
The denominational health insurance program was discussed. The insurance premium for 2008 increased by 13.97%, making the new premium $590.00 per month for employee-only coverage and $1,250.00 per month for family coverage. The deductible also increased, to $1,000.00 per person and $3,000.00 per family. The Board encourages the employing churches to assist their pastor in paying the increased insurance deductible. The Presbytery is currently paying 15% of the premium for all participants in the denominational health insurance program.
RECOMMENDATION #1 – That North Central Presbytery pay 20% of the premium for all participants in the denominational health insurance program.
The books of the Stated Clerk were audited by Debbie Shanks and found to be in good order. The books of the Treasurer were audited by Mike Zoll, Terry Titus, Rita Vaught, and Stephen Hughes and were found to be in good order. Stephen Hughes closed the meeting with prayer.

APPENDIX “G” REPORT OF THE BOARD OF JUDICIARY AND SESSION RECORDS To North Central Presbytery of the Cumberland Presbyterian Church in session with the Chandler Cumberland Presbyterian Church of Chandler, Indiana, April 4h and 5th, 2008.
The Board of Judiciary and Session Records of North Central Presbytery met February 23, 2008, at the Willow Creek church. The meeting was opened with prayer by Rev. Dallwig. New board member Rich Shugert was welcomed. Members present were Chairperson Rev. Roger Dallwig, Nelda Kline, Secretary Mary Gard, Rev. Rich Shugert and Bud Hannaford. A request to be excused was received from Rev. David Parman due to a scheduling conflict.
The Board was given a report of the Disciplinary Commission. Motion made by Rev. Shugert and Second by Mary Gard to approve the report. Motion passed. Minutes were received from the following churches: Mt. Gilead, Mt. Olivet, Pleasant Grove, Shiloh, and Willow Creek.
Minutes were not received from: Lebanon North, Lebanon South, Lincoln 1st, Monroe City, Morningside, Mt. Oval, New Hope, Oak Grove, Petersburg, Shinar, Union North, United and Village. Of these churches it was noted that the following have not presented minutes for the past 7 years: Lebanon South, Oak Grove and Petersburg. Mt. Oval, Union North, United and Lincoln 1st have not been presented for 3 years. Presbyterial appointed Moderators should take responsibility to see that the minutes of their appointed churches are signed and submitted on schedule.
The minutes were read and motion made by Rev. Shugert, second by Nelda Kline to approve. Motion passed. On motion by Bud Hannaford, second by Nelda Kline, meeting adjourned with prayer by Rev. Shugert.

APPENDIX “H” REPORT OF THE BOARD OF NOMINATIONS
To North Central Presbytery of the Cumberland Presbyterian Church meeting in session with the Chandler CPC in Chandler, Indiana April 4-5, 2008. The board meet at Willow Creek CPC on February 23rd, 2008. Sara McCawley was present with Jan McReynolds and Gail Fessenbeck excused. A quorum was not present. As of this date, there have been no resignations from the various boards.

APPENDIX “I” REPORT OF THE BOARD OF CONGREGATIONAL AND PASTORAL CARE
TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Chandler C. P. Church, April 4, 2008
The Board of Pastoral and Congregational Care met at the Willow Creek Cumberland Presbyterian Church on August 25, 2007 with the following members present: Terry Gordon, Don Groves, Eduardo Montoya, Jerry Pataki, and Stanley Kline. Absent and excused were Adam McReynolds and Sue Strause.
Eduardo opened with prayer. The Report of the Disciplinary Commission was submitted to the Board of Judiciary and Session Records of February 23. Moderator Reports from Albert Smith on Springhill that stated that all was going smoothly and a report on the Petersburg Church in which he stated that there had not been a functioning congregation for over a year. We therefore recommend:
RECOMMENDATION ONE: Presbytery is to look into the situation for future action.
Other moderator reports were submitted by Ralph Blevins, moderator of Lebanon North, Bt. Prairie and Union North. He stated that everything was OK.
Eduardo Montoya said his daughter, Daniela, is going on a mission trip this summer to Columbia and on her behalf was asking for a Board of Congregational and Pastoral Care scholarship grant in the amount of $300.00.
RECOMMENDATION TWO: We recommend that Presbytery underwrite this mission trip to Columbia this summer of 2008 in the amount of $300.00.
Rene Alvarez and Noel Taveras approached the committee and told them that on March 9 the Comunidad Cristiana Cumberland Church will be organized at 12:15 to 2:00 p.m. They also reported that the relationship between the Fox Valley Baptist Church and themselves was working very well. A letter was presented to the committee from the Fox Valley Baptist Church stating that they are very thankful that this relationship fruitful and hoping for a long partnership. They also presented their minutes to the meetings of Nov. 5, Dec. 10, Jan. 14 and Feb. 12 for review, and their annual budget for 2008. They made a request of additional $4,400.00 to assist in meeting and helping balance their budget for the year, because of the extra expenses due to relocation change and additional program expenses.
RECOMMENDATION THREE: We recommend that Presbytery honor the Comunidad Cristiana Cumberland Church’s request of an additional $4,400.00 in their 2008 budget to support the congregation and that the funds be from that amount that was requested originally for 2011 and that financial support will end in 2010.

APPENDIX “J” Report of Called Meeting of General Assembly
I was appointed to Committee #2 which dealt with the language of restructure and financing the restructure. We voted to merge committees into the Ministry Council and have the Ministry Council to be the surviving corporation. We voted for the General Assembly Corporation GAC to borrow $250,000 to finance the transition.
The most significant vote was to approve the Report of the Center Task Force to purchase property and proceed with building of the New Denominational Center.
My concerns then and now are that in December 2007 OUO was $100,000 in arrears, our economy was on the verge of recession and our churches and our members may be unable to keep their pledges and if they had not already pledged to give $100.00.

The Board of Ministry met on April 4, 2008 with Board members Rev. Shirley Topar, Roy Shanks and Rev. James Messer present. Visitors present for a portion of the meeting were Gail and Karen Allen.

The committee asks that Rev. Roger Dallwig be approved to lead the communion training for approved elder.
Jimmy Gifford is to be dropped from the roll of probationers in accordance with Report 2 of the Board of Ministry in October 2007.

The Committee reviewed the resolution submitted by Rev. Terra Sisco regarding personal health insurance.
Recommendation Two: We recommend that Terra Sisco not be granted an exemption from the Denominational health insurance to seek a more affordable plan. Furthermore, we wish to uphold the insurance policy of the Presbytery (Miscellaneous Policy D) as written in the minutes and to appoint the Board of Congregational and Pastoral Care to follow up with the United C.P. congregation regarding their not being within the policy.
Recommendation Three: We recommend that the same policy apply to the Bethany C.P. church and that Rev. Kevin Vanderlaan be enrolled in the denominational health insurance policy.
We wish to thank the elders and congregation of the Chandler C.P. Church, Chandler IN for their gracious hospitality, delicious food and comfortable accommodations afforded this meeting of Presbytery.
