MINUTES OF THE MEETING OF NORTH CENTRAL PREBYTERY

April 1-2, 2011

AFTERNOON SESSION, APRIL 1, 2011

The opening worship service was led by the retiring moderator, Rev. Jesse Thornton, with Debbie Shanks at the piano and Roy Shanks as song leader.  The congregation sang “He Leadeth Me” and “Tis So Sweet to Trust in Jesus”.  Rev. Thornton read Hebrews 11:32-34 and spoke on “Heroic Faith”.  Heroic faith is a characteristic of outstanding leaders in the Bible such as Gideon, Barack, Sampson, Jepthah, David, Samuel and the prophets, who through faith, fulfilled God’s plans.  We all need to have heroic faith to be good leaders like them, trust God who will strengthen us and lead others to trust God.  We need people who are willing to make a stand for God.  He closed with prayer.

Elder Roy Shanks gave the necessary announcements.

The moderator called the meeting to order.  After a sign-in roll call, the clerk declared a quorum present.

Rev. Jesse Thornton gave the Constituting Prayer.

Elder Terry Gordon was elected moderator by acclamation.    Elder Jack Enlow was elected Vice-Moderator by acclamation.

The program was adopted as printed.

Visitors: Dr. Jay Earhart-Brown, President of Memphis Theological Seminary, Nashville  Presbytery,  was recognized and seated as an advisory member.  Cindy Martin, West Tennessee Presbytery, Denominational trainer, RheAnn White, Missionary to Japan, and Rev. Dianne Dill-Richards.  On vote, all visiting ordained ministers will be seated as advisory members.

The moderator called recess

The Moderator called recess out and appointed members to the select Committee on Overtures, Resolutions and Excuses:  Chr. Rev. Jesse Thornton, Rev. Peck Axton, Elders Adam McReynold, Lester Cargill and Marilyn Tisdale.  Members to the Memorial Committee:  Chr. Rev. Melissa Goodloe, Rev. J. C. McDuffie and Elder Priscilla Wilson.

Communications:  Informational letters from Red River Presbytery concerning Rev. Robert Smith and Trinity Presbytery concerning Rev. Mark Horner were read.  A letter of transfer for Rev. Justin Griffin was referred to the Board of Ministry.

Denominational Representatives:  Roy Shanks, Ministry Council, brought the Presbytery up to date on what the Council has been doing.  They have combined 4 units into 1, hired a new executive assistant, done away with a part-time secretary.  They are trying to evaluate other vacant positions to see if any can be combined, etc. and looking into communication  -- how to improve communication with each other.   The Missions Ministry Team has been redesigned.  OUO needs to be funded.

Cindy Martin of the Ministry Team, West Tennessee Presbytery reported that The Children’s Home has served over 70 children and 18 adults in the residences and almost 900 in non-resident capacities.   They received a $31,000 grant to update the kitchen which is now being done.  The center Staff gathers every Wed morning for intercessory prayer.  If you have requests let them know.  Rev. Bob Watkins and Edith Gholson Old visited 4 of the 7 Asian churches. The Missions Ministry Team has set the Youth Evangelism Conference in   Dec. 2012.    A new Mexican Council that will possibly become a Presbytery has been organized.  The CP Church has helped in Haiti, Dyersburg, Tn and Japan    The Pastoral Development Team has designated 2012 “Year of the Clergy.”  Oct 11-13 is the Minister’s Conference.  The Communications Ministry Team is hunting someone to help redesign the web site.  Work is progressing on the 2012 calendar.  The Discipleship Ministry Team is sending 2 videos to each church.   eVotions are available on line.  A new endowment for Christian Education honoring Terence McCain has been set up.  Frank Ward will be missed in his retirement.  CPYC news conference needs participants.  Young adult ministry information is needed from churches.  General Assembly will be held at Springfield, MO June 20-24.

Dr. Earhart-Brown, president MTS. MTS uses Romans 10:13 as its mission - have a part in sending the men and women that God calls out with God’s ministry.  There are 360 students representing 25 denominations.  It is not reserved only for CPs.  Dr. Campbell retired 12-31-10 and is pastoring in Calico Rock, AR.  Today, April 1, Dr. Michael Qualls takes over as the new director of PAS.   Brittany Meeks of Fairfield is in the Master Program.  PAS is a good source for continuing education credits. There will be a Polity Class at General Assembly before assembly begins and there will be a Cumberland Treasures Auction at General Assembly as a fund raiser for seminary.  The “Lamp”, seminary news, is available.

Bob Watkins –Mission Ministry team - The C.P. Church is connectional.  OUO is one way smaller congregations can still do great things.  Each individual church couldn’t sponsor their own schools, or support a children’s home by themselves, but as a whole, they can accomplish much.

EVENING SESSION, APRIL 1, 2010

The moderator called recess out.

The Consecration Service was led by the CPWM.  Debbie Shanks played the piano and Jerry Middleton served as song leader.    Susan Smith led the Call to Worship.  The Prayer of Invocation, Call to Confession and Declaration of Pardon was given by Jan McReynolds. The offering of $611.05 taken by Nancy Gordon, June Smith and Sara McCawley will be used for the Publication and Translation Ministry.  Susan Smith read Luke 5:33-39.  Prayers of the People was given by Pat White.  Debbie Shanks sang “How Deep the Father’s Love Is”.  Rev. Dr. Jay Earheart-Brown spoke on “Something Old; Something New”.  When the Pharisees quizzed Jesus he gave them the parable of the old garment and a new patch and putting new wine in an old wine skin.  Churches are traditional, they resist change because the “old” is comfortable and proven, but can they contain the living dynamics of Christ?  Any institution that refuses to change will not last.  When the glory of the Lord is revealed, will we have the courage to leave the “old” and follow the “new”?  The congregational hymn, “Let Us Break Bread together” was sung.  The Communion Service was conducted by Rev. Ralph Blevins, assisted by elders Roy Shanks, Jerry Middleton, Eugene Cramer and Bryan Cramer.  The congregation sang “Turn Your Eyes Upon Jesus” after with Rev. Blevins closed with prayer and the Benediction.  Moderator Gordon called recess to Saturday morning at 8:30 p.m.

SATURDAY MORNING, APRIL 2, 2011 8:30 a.m.

Glen Austin gave the Heritage Report on Bethany CP Church.

Appendix “J”               REPORT OF THE COMMITTEE ON OVERTURES

RESOLUTIONS AND EXCUSES

TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the New Hope Cumberland Presbyterian Church meeting at Yale, Illinois April 1st and 2nd, 2011.

We wish to thank God and voice appreciation for the gracious hospitality extended to this meeting of North Central Presbytery by the New Hope Cumberland Presbyterian Church

Requests for excuses were received from the following church sessions for this meeting of Presbytery:       Mt. Olivet, United and Pleasant Grove Cumberland Presbyterian Churches.

Respectfully submitted:

Chairman Rev Jessie Thorton, Adam McReynolds, Lester Cargill, Marylin Tisdale, and Rev Peck Axton

Addendum 1                 Greetings to all Cumberland Presbyterian Session Clerks:

At the February 26 board meetings at the Willow Creek CP Church, the Heritage and Witness
committee discussed the "witnessing" part of our group. We discussed witnessing to the whole community, including the churches, as well as the world at large.

We would like to encourage all the churches to send in their OUO portions to help the witness of  the church which goes to missionaries. Many of you are faithful each year to send in your  money. Others, for whatever reason, send in part or none. Knowing that these are tough  economic times and it is hard to meet congregational and community needs, your congregation is still encouraged to give and support our missionary families.

Witnessing to the world at large, showing compassion even when we are struggling shows the  love of Jesus. "And if someone wants to sue you and take your tunic, let him have your cloak as well. If someone forces you to go one mile, go with him two miles. Give to the one who ask you, and do not turn away from the one who wants to borrow from you." Matthew 5: 40-42 - NIV. Might I make a suggestion? Place a container in a convenient place and encourage everyone to  place their change in it each Sunday. Sometimes it is easier to give a little at a time than a lot.

May God Bless you and your congregations.

Priscilla Wilson, Secretary
Heritage and Witness Committee

The North Central Presbyterial Women’s Ministry shall meet in the spring on a date and place set by the Presbyterial  Executive Committee for the Spiritual Celebration, meeting on a Friday and Saturday ; and on the second Friday and Saturday in October at 1:30 p.m. local time in conjunction with the meeting of North Central Presbytery.

Elections will be held to fill vacancies because of expiration of term or a vacated office.  The officers shall be President, President-Elect, Secretary, Treasurer, and Past President/Historian.  In the event the President cannot fulfill her term, the President-Elect shall preside.  This will not interfere with her full term as an elected President.  The President, President-Elect, and Past President/Historian will each serve two (2) years in office.  The Secretary and Treasurer will each serve three (3) years in office.  An officer may not hold concurrently an office in the CPWM and a Presbyterial Board.

The financial budget is to be prepared by the Executive Committee and presented to the [fall ] spring meeting for approval.

When the budget allows, the President shall be the voting delegate to Convention each year of her presidency with the President-Elect as the alternate.

The delegate to Synodic Retreat will alternate between the secretary and the treasurer.

The expense of the presbyterial delegates to Convention and to Synodic Retreat shall be paid according to actual cost of room, board, registration, and [transportation paid at $.40 per mile] fuel.

The Standing rules shall be included with the minutes.  The annual minutes for each Presbytery meeting must be sent to the Stated Clerk within 10 days after spring Presbytery, in order to be printed at no cost by the Board of Finance.  One copy sent to each local CPWM President and to each Presbyterial Officer.

The committees to be appointed at the [fall] spring meeting of the Presbytery are: Credential, Correspondence, State of Work, Resolutions, and Auditing.  The Nominating Committee shall be appointed in the spring and report at the fall meeting.

The Presbyterial CPWM shall have a Second Mile Project to be supported by the local CPWM’s.  The Offering will go to a world mission project from fall to spring meeting, and a home mission project from spring to fall meeting.  Offerings will be brought as “Blessing Box” offerings with the local CPWM’s choosing their own methods of raising the offering.

When the Past President does not possess a perpetual membership, one will be presented at the [fall] spring meeting of her retiring year.  When the Past President does possess a perpetual membership, she will be honored by being allowed to choose another recipient or a 2nd mile project to receive the funds.  The Executive Committee may choose another person to be honored at the [spring] fall [Retreat} meeting.

The Standing Rules are based on the Denominational Women’s Ministry Guidelines [and shall not conflict with them.], but allow officer discretion.

Note:  The Regional Council of 2010 recommended “That bylaws, unless legally required for local and regional groups, become guidelines.”  This recommendation should be voted on at the 2011 Convention by our delegate.

Standing Rules were voted on and approved at the Spring Retreat, March 18-19, 2011.  The bracketed words will be deleted and the bold words will be there replacement.

NORTH CENTRAL REGION CPWM SPRING CELEBRATION

MARCH 18TH & 19T, 2011

Friday Evening

The Spring Celebration of North Central Region CPWM, held in the Comfort Inn in Casey, Illinois was opened with singing led by Karen Tolen and accompanied by Patty Janes.  President Nancy Gordon made a few announcements and then turned over the service to Heather Wallace.

Heather is the wife of Matthew Wallace.  They are home from service in Myanmar.  She talked about her role as a wife, mother and missionary.  She answered several questions about her work in Myanmar.  She divided us into two groups.  Group one sat in a circle while group two walked behind them and whispered a scripture verse including the name of each woman.  We switched and the process was repeated.  It was very moving and emotional.

Two committees were named.  Auditing Committee: Edith Harl and Susan Groves.  Nominating Committee: Anna Ruth Long and June Smith.

We joined in singing another chorus and then Matthew and Heather Wallace sang “Come Thou Fount Of Every Blessing” in Burmese.

A time of refreshments, visiting, and games was enjoyed by all before turning in for the evening.

Saturday Morning

The morning session began by praising God in singing several choruses and songs.  President-Elect Pat White, had the devotion.  She spoke about Lent.  It should be a time of change, giving up and service.  She used John 20: 11-18 as her scripture.

Nancy Gordon was in charge of the business session.   We discussed changes in the Standing Rules.  They were approved.  She handed out Report Forms to each local group represented to report new officers.  They are to be reported in May now instead of August.  She also talked about the “One Great Hour Of Sharing” program.

The Treasurer, Anna Ruth Long, reported the Blessing Box Offering taken that morning was $355.00.  She also passed out the Treasurer’s Report and Proposed Budget.  The Treasurer’s Report was accepted and the budget approved.  The Friday night offering at Spring Presbytery will be The Publication and Translation Ministry Project.

Two ladies stated that Lucy Becker had called them to say that she was sick and would be unable to attend this celebration.

The Audition Committee, Edith Harl and Susan Groves, gave their report commending Anna Ruth Long on her efficiency the diligence in serving as Treasurer.  Their report was accepted.

We sang “Take My Life”.  Nancy thanked the ladies of her local Church for always being willing to come and take part.  All are not active members of the CPWM, but are willing to serve.  She gave memory stones to her fellow officers.

Nancy read portions from Proverbs 31 as she began the Installation Service for the new officers.  They are Pat White- President, Susan Smith- Treasurer and Jan McReynolds – Secretary.  As a group we were concerned that the CPWM for the North Central Region would disperse.  God was faithful in three ladies agreeing to serve.  Nancy then turned the meeting over to new President, Pat White.

Pat shared the plans that have been made for the Synodical retreat.  It will be held in New Harmony, Indiana, September 9th and 10th.  She has put a lot of work into these plans and it sounds like an enjoyable weekend.  She also talked about plans for the Salad Saturday on October 15th to be held at the Fairfield CP Church.

She asked Nancy to take over for the time of prayer requests and prayer.  Many requests were shared and prayers for those requests were offered.  Thanks for the food for lunch was included in this service.  We savored the wonderful lunch catered by Lori Williamson and said our goodbyes.

Respectfully Submitted,

Juanita Nichols
