MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY April 9-10, 2010 AFTERNOON SESSION, APRIL 9, 2010 1:30 p.m. The opening worship service was led by the retiring moderator, Rev. Melissa Goodloe with Margaret Allison at the piano and Adam McReynolds as song leader. Rev. Goodloe read Matthew 14: 22-33, after which she spoke on “Jesus, the Giver of Power”. Jesus gives the needed power to those who obey Him when He tells us to step out of the boat. After prayer, the congregation sang “Love Lifted Me” and “He Leadeth Me”.
Rev. Peck Axton, the host pastor, gave the necessary announcements.
The moderator called the meeting to order. After a sign-in roll-call the clerk declared a quorum present.
Rev. Goodloe prayed the Constituting Prayer.
Rev. Jesse Thornton was elected moderator by acclamation. Rev. Richard Shugert was elected Vice-Moderator by acclamation.
The program was adopted as printed.
Visitors: Elder Sam Suddarth, Jr. of Columbia Presbytery, Moderator of General Assembly, was recognized and seated as an advisory member. Mike Parker, Director of Development and Capital Funding of Bethel University was recognized.

The moderator called recess out and appointed members to the select Committee on Overtures, Resolutions and Excuses: Chr. Elder Adam McReynolds, Elder Ray Scales, Revs. Peck Axton and Terra Sisco, Melissa Goodloe. Communications: Excuses and an E-mail from Cindy Martin, member of the Discipleship Team, asking about a miniversity before next presbytery were referred to the Committee on Overtures, Resolutions and Excuses. An informational letter from the Covenant Presbytery Stated Clerk that Gary Elrod has been deposed was received.
Denominational Representatives: Elder Sam Suddarth, Jr. Moderator of General Assembly spoke. He read from Eph. 4:4, 11, 15. We are to use the gifts we have been given to lead people to God. We have to leave personal agendas outside our lives so we can act as one body. Our churches are not doing their part because we, as leaders, are not doing our part. If each individual in church is doing his part, the church will be doing its part, and the denomination will be doing its part to “serve others”.
Mike Parker, Director of Development and Capital Funding of Bethel University brought welcome from the University. When you have courage to follow Christ and step out of the boat, good things happen. Ten years ago Bethel had 300 students and knee high grass. Today the enrollment is 3,152, with 1,060 on campus with 3 to room. On May 8 there will be a dedication of the new Science Building and it will be paid for on dedication. New dorm construction for 260 students to bring students back on campus will be done by May 15. The $20 million Capital Campaign is completing. The University Gospel Group lost a member, Anna, and her family agrees that most important thing Bethel did was develop her ministry. If the school can help develop ministries for its students, it is being successful. All who support the school through money and prayer are appreciated. Continue to pray for Anna’s family and pray for the quartet without Anna. Bethel is proud to be the University of the Cumberland Presbyterian Church.
Board and Standing Committee Reports The Report of Pastoral and Congregational Care was concurred in as read, its recommendations adopted, Marked “A” and placed on file.
The Report of Board of Judiciary and Session Records was concurred in as read, marked “B” and placed on file.
The Report of the Board of Finance and Trustees was accepted as read, marked “C” and placed on file.
The Report of Heritage and Witness was accepted as read, marked “D” and placed on file.
The Report of Board of Christian Education was concurred in as read, marked “E” and placed on file.
The Report of the Board of Ministry was read and on motion vote its recommendations were taken seriatim. Recommendation 1 was adopted. Recommendation 2 was read and Julio Roman and Lea Ann, his wife, were introduced and Julio gave his testimony. Rev. Montoya spoke on behalf of Julio and a letter from his session was read. Julio was examined by presbytery and gave his testimony. Julio answered the constitutional questions given by Rev. Richard Shugert in the affirmative. On motion, Recommendation 2 was adopted and Julio Roman was entered on the roll. Recommendation 3 was adopted. The report was read as a whole, its recommendations adopted, marked “F” and placed on file.
The Report of the Nominating Committee was read, concurred in, its recommendation adopted, marked “G” and placed on file. The floor was opened for nominations and the names Victory Moore for Board of Ministry and Geoff Bunting for Board of Christian Education were placed in nomination. After the nominations were closed, the nominees were elected by acclamation. The moderator called recess for committee work. The moderator called recess out and after prayer by the Moderator recessed until 7:00 p.m.
EVENING SESSION, APRIL 9, 2010
The Consecration Service was led by the CPWM. Margaret Allison played the prelude. Moderator Thornton called recess out. Nancy Gordon read 1 Peter 4:10-11. Lucy Becker gave the opening prayer. “Victory in Jesus” and “Make Me a Blessing” were sung by the congregation with Adam McReynolds as song leader. The offering of $675.00 for scholarships for Spanish speaking PAS students was taken by Anna Ruth Long, Ruth Louder and Sara McCawley. Adam McReynolds sang “I Fell on My Knees and Cried Holy”. Elder Sam Suddarth, Moderator of General Assembly, spoke on “Why Are We Here?” after he read Scripture from Psalm 73:1-3, 13-17, 27-28. We are here because God put us here and if we want to be with him we need one Lord, one faith and one baptism. Seek Him and His will and go on and we will be allowed into heaven. The congregational hymn, “Let Us Break Bread Together” was sung. The Communion Service was conducted by Rev. Durant Axton assisted by elders Ron Huffman, Dwight Steineman, Richard Atteberry and Rodney Richardson. Rev. Axton closed with prayer. Moderator Thornton gave the benediction and recess to Saturday morning at 8:30 a.m.
SATURDAY MORNING, APRIL 10, 2010 8:30 a.m.
The Heritage Report for the Chandler Church was given by Raymon Scales. The Moderator called the meeting to order. After a voice roll call, the Stated Clerk declared a quorum present. The minutes were approved as corrected. Communications: Excuses were forwarded to the Committee on Overtures, Resolutions and Excuses.
Denominational Representatives: Sharon Resch, Denomination Representative of the OUO gave greetings from the Denominational Committee. Support of OUO is as important as working in the local church. It is important to give our part because is expected by God. OUO is trying to reach the goal of 100% participation this year on the 200th anniversary of the church.
Rev. John Lovelace presided at the installation of Rev. Durant Axton as pastor of the Fairfield Cumberland Presbyterian Church. The Children sang “I Just Wanna Be a Sheep”, “Thank you God for Making Me, Me”, and “We Love You Jesus”. Rev. John Lovelace spoke from 2 Timothy 4:2, John 10: 14, 3, 4 and John 10:16 about “The Charge”. Preach the Word, Know Your Sheep, Be a good shepherd, Reach out to the un-churched, Pray for the members and help the members find their spiritual gifts and use them. He reminded the members to help the preacher preach, to let the preacher know you, let the preacher lead , and pray for the pastor and his family. Rev. Ralph Blevins asked the Constitutional questions and Rev. Lovelace gave the charge. Elder Harriet Nale gave the Commending Prayer.
The Moderator called recess The Moderator called recess out. Roy Shanks, representative of the Denominational Ministry Council said the reorganization is done. They are trying to get more done with less money. The Communications Team is trying to reach members , the Discipleship Team supplies churches with resources and training, the Missions Team is working with numerous missions and the Pastoral Development Team have resources to help pastors do their job better. New software has been bought for the Denomination.
The Stewardship Report was given by Debbie Shanks. If anyone need a time of discernment workshop contact Roy and Debbie. The theme is “Leave Better Than When You Came”. She read Heb. 4:12. God can cut through the dead skin of the personal stuff of our lives and leave us with a good foundation for Him to build on. We need to be exposed to the truth so we can remove our “stuff” and grow with God on a “good” foundation. She closed with prayer.

The Report of the select Committee of Overtures, Resolutions and Excuses was read, and on motion vote its recommendations to be taken seriatim. Recommendation 1 was adopted. Recommendation 2 was adopted. Recommendation 3 was adopted. The report was read as a whole, its recommendations adopted, marked “I” and placed on file.
The moderator appointed the Memorial Committee for fall: Chr. Rev. Albert Smith, elder Victory Moore, Rev. Richard Shugert.
Rev. Axton asked if God is the Lord of Our Pocketbook? He made a motion to take $25,000 out of cash management to give to the Cali Retirement Home, Hogar Samaria” to finish plumbing. After a 2nd, the vote carried. The minutes were approved as read. After a final voice roll call, the clerk declared a quorum present. Adjournment to meet October 8-9th, 2010 1:30 p.m. local time with the Good Prospect CPC in Trilla, Illinois. The Benediction was given by Rev. Thornton.

“Appendix A” Board of Pastoral and Congregational Care To: North Central Presbytery of the Cumberland Presbyterian Church is session with the Fairfield Cumberland Presbyterian Church, Fairfield, Illinois, April 9, 2010.
The Board of Pastoral and Congregational Care met on February 27, 2010 with Terry Gordon, Adam McReynolds, Eduardo Montoya, Stanley Kline, Jerry Pataki, and J. B. Gates present. The meeting opened with prayer by Jerry Pataki
Absent: Sue Strause
Last Presbytery a motion was approved to pay for the expenses of Ministers to attend the Ministers Conferences. However, no funding source was identified.
Recommendation One: Funds to pay for expenses of ministers wishing to attend the Minister’s Conference be paid out of the cash management fund.
Communications: Moderators reports from Rev. Richard Shugert regarding the congregations of Bethany and Georgetown. No other reports were sent by appointed moderators.
A letter from a pastor was received asking for assistance and the board took action.
Subject to a review of the contract between Fairfield CPC and Rev. Durant Axton this board makes the following recommendation.
Recommendation Two: Rev. Durant Axton be installed as pastor of Fairfield Cumberland Presbyterian Church.

“Appendix B” Board of Judiciary and Session Records
To North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield Cumberland Presbyterian Church, Fairfield, Illinois, April 9th and 10th 2010.
The Board of Judiciary and Session Records of North Central Presbytery met February 27, 2010, at the Willow Creek church. The meeting was opened with prayer by Rev. Roger Dallwig.
Rev. David Parman requested to be excused due to a schedule conflict. The excuse was accepted. Members present were Chairperson Roger Dallwig, Secretary Mary Gard, Nelda Kline, Rev. David West, Rev. Carroll Richards.
For the current year Rev. Dallwig was nominated as Chairperson and Mary Gard as Secretary. There were no other nominations. On motion they were elected.
The Treasurer’s Report was received for review as well as a contact information list for the current board members. Both were accepted by consent.
The board discussed procedure for future notification regarding presentation of minutes to be reviewed in a timely manner. By consent, the Secretary will send a letter by mail to all session clerks as well as an e-mail notice to clerks, pastors and appointed moderators on or about the first day of the month of the board meeting. This should allow sufficient time for those who wish to mail copies of their minutes. The notification letter will provide the address of the Stated Clerk and request any mailed minutes be sent to him at least 10 days prior to Board meeting date.
Minutes were received from the following churches: Monroe City, Mt. Olivet, New Hope, Shiloh, and Willow Creek. Spring Hill reported that they have not had a session meeting in the past year.
Minutes were not received from: Lebanon North, Lebanon South, Lincoln 1st, Morningside, Mt. Gilead, Mt. Oval, Oak Grove, Petersburg, Pleasant Grove, Shinar, Union North, United and Village.
On motion, meeting was adjourned with closing prayer by Rev. David West.

“Appendix C” Board of Finance and Trustees To North Central Presbytery in session at the Fairfield Cumberland Presbyterian Church, Fairfield IL on April 9 and 10, 2010, the Board of Finance and Trustees submits the following report:
The Board of Finance and Trustees of North Central Presbytery met on February 27, 2010 at Willow Creek Cumberland Presbyterian Church, Martinsville IL.
Present were Stephen Hughes, Don Findley, Ruth Louder, Terry Titus, Dean McReynolds, Mike Zoll, and Debbie Shanks. Unexcused was Rita Vaught.
Chairman Mike Zoll opened the meeting with prayer.
Thank you letters were read from Praise Worship Center, Warren MI, and from Brittany Meeks, Fairfield IL. Praise Worship Center shared their joy at making the final payment on the property formerly owned by First Cumberland Presbyterian Church, Warren MI. Brittany expressed her thanks to the Presbytery for her scholarship to Bethel.
The following were elected as officers of the Board: Chair, Stephen Hughes; Vice-Chair, Dean McReynolds; Secretary, Debbie Shanks.
The Treasurer’s Report was distributed, discussed, and approved.
The following were named as a sub-committee to audit the Stated Clerk’s books: Mike Zoll and Dean McReynolds. The books were examined and found to be in order.

Treasurer’s Report
“Appendix D” Board of Heritage and Witness
To: North Central Presbytery of the Cumberland Presbyterian Church in session with Fairfield CP Church in Fairfield IL, April 9-10, 2010.
The Board of Heritage and Witness met at the Willow Creek Church on February 27, 2010. All members except Rev. Albert Smith were present.
By consent, Priscilla Wilson led the meeting in the absence of Rev. Smith. The meeting was opened with prayer by Kevan Stum.
Letter received from Rev. Smith stating he would not be attending due to health problems.
Election of Officers: President, Rev. Albert Smith(pending his acceptance); Secretary, Priscilla Wilson.
Reviewed the Treasurers Report.
Stella Pryor reported she had called several churches in regard to giving their church heritage report. Chandler CP has agreed to give their report at Spring Presbytery. Casey CP Church has agreed to give their report in Spring 2012. She will be contacting more churches to set up reports for the next 3-4 years.
Discussed new programs. Stella reported Elm River’s youth group is now being led by younger members of that group. They have approximately 30 members. Priscilla reported Casey CP had instituted a “Prayer Church.” This is a small wooden church the congregation can put written prayers in. Congregational prayer is done over the church every Sunday. On the first Sunday of each month the church is emptied and new prayer requests are inserted. Several have reported answers to their requests.
Rev. Roger Dallwig gave the committee a copy of a paper written and presented by Gerald Morgan at the 2010 Week of Prayer for Christian Unity, January 18-25, 2010, in Farming Hills MI. The paper concerns the involvement of the Cumberland Presbyterian Church in the Great Revival of 1800 and the World Missionary Conference. Stella will review to see if it needs to be kept for the archives.
We recommend that all Session Clerks of the churches keep accurate records of their church’s history. We also recommend that the Clerks try to find a member of their congregation to help them compile and maintain their church’s history.

“Appendix E” Board of Christian Education
The North Central Presbytery Board of Christian Education met Saturday February 27th at Willow Creek Cumberland Presbyterian Church. Roll call was taken with the following members present: Justin Wallace, Youth Moderator, Cheryl Allison, Terra Sisco, Kathleen Fischer, Carla Harnacke, and Jesse Thornton.
Absent were Melissa Goodloe, Kim Wheeler, and Lisa Ozier. Also present was Sandra Stence.
The meeting was opened with prayer by Terra Sisco.
An election of officers was held with Melissa Goodloe being elected to serve as Moderator.
Cheryl Allison was elected to serve as Secretary. A resignation letter was read and accepted by Lisa Ozier.
Old Business was then discussed. Justin Wallace gave a report about Fall Youth Convocation which was hosted by the Willow Creek Church. It was reported that there was a good attendance and a great time was had by the participants. Also being discussed was the possibility of a Family Spiritual Retreat. We decided to further discuss this at our Fall meeting.
New Business was then discussed. The following names were sent to the nominating committee regarding service on our Board: Chet Snyder, Beverly Bencher, and Anna Ruth Long. We also discussed the upcoming Spring Youth Conovocation that is being held by the New Hope Cumberland Presbyterian Church in Casey, Illinois on March 19th-21st.
Upcoming events were reviewed. Junior/Junior High Camp will be on June 6th-11th, 2010 at Brush Creek Campground in Xenia, IL with staff day starting on Saturday, June 5th. Big Kids Kamp (BKK) will be held at the same location on July 24th-31st. Fall Convocation will be at Fairfield. We do not currently have a location for Spring Convocation 2011.

“Appendix F” Board of Ministry
To North Central Presbytery in session with the Fairfield Cumberland Presbyterian Church on April 9 and 10, 2010, the Board of Ministry submits the following report:
The Board of Ministry met for the annual spring retreat at the Comfort Inn in Casey IL on February 26-27, 2010. Members present were Rev. James Messer, Rev. Rich Shugert, Rev. Kevin Small, Rev. Shirley Topar, Andy Pottorff, and Roy Shanks. Unexcused was board member Nick Ashley. Probationers present were Gail Allen and J.C. McDuffee. Excused was probationer Tim Goodloe. Visitors Jerry Middleton and Mrs. Karen Allen also attended the retreat.
Rev. Topar opened the meeting with a devotional and prayer.
Rev. Messer presented a workshop on confidentiality and the legal responsibilities associated with the ministry, then closed the workshop with prayer.
The election of Board officers was held and the following were elected: Chair, Rev. Rich Shugert; Vice-Chair, Rev. James Messer; and, Secretary, Roy Shanks.
Rev. Ralph Blevins conducted a training class for the elders who will serve communion to their congregations in the absence of an ordained minister.
RECOMMENDATION ONE - That the following elders be approved to serve communion to their respective congregations, in accordance with our Confession of Faith: Charlotte McMacken (Faith), Jerry Middleton (New Hope), Scott Smothers (Burnt Prairie), Stephen Hughes (Georgetown), and Adam McReynolds (Bethany).
On Saturday morning, Rev. Small led the opening worship, using Luke 15:11-32 as his text, then presided over the Lord’s Supper. Following communion, those in attendance sang “Amazing Grace”, then Rev. Shugert closed the worship service with prayer.
Rev. Eduardo Montoya appeared before the Board and introduced Julio Roman, who has been filling the pulpit at Comunidad Cristiana Cumberland Presbyterian Church. Julio came to the Board with a letter from the Comunidad Cristiana session, recommending that he be received by the Presbytery as a candidate for the ministry. The Board heard Julio’s testimony and the description of his call to the ministry. A time of prayer was held for Julio Roman, with Rev. Messer leading the prayer. Pending a successful background check and an examination by Presbytery, the Board makes the following recommendation:
RECOMMENDATION TWO - That Julio Roman be received by North Central Presbytery as a candidate for the ministry.
The Board met with Candidate Gail Allen. He shared the definition of his call to the ministry and gave an update on his schooling. Gail is filling pulpits whenever, and wherever, he has the opportunity and is making satisfactory progress in his schooling. The Board asked Gail to write a 5-page sermon on the topic, “What Does It Mean To Be Called”, using Isaiah 6:1-8 as his sermon text. This assignment is to be completed by the April meeting of Presbytery. A time of prayer was held for Gail Allen, with Roy Shanks leading the prayer.
The Board met with Licentiate J.C. McDuffee. He reported that he has 3 more PAS courses to finish and that he hopes to complete his coursework by July 2010. J.C. said that God continues to confirm his call to the ministry as he serves the congregation of Lebanon North Cumberland Presbyterian Church. The Board asked J.C. to write a 5-page evangelistic-style sermon, using Matthew 28:18-20 as his sermon text. This assignment is to be completed by the April meeting of Presbytery. A time of prayer was held for J.C. McDuffee, with Andy Pottorff leading the prayer.
Candidate Tim Goodloe was unable to attend the meeting due to emergency surgery on Friday evening. The Board said a prayer for Tim’s healing and recovery.
As directed by Presbytery, background checks and psychological/social evaluations will be performed on all probationers and ordained ministers seeking to unite with North Central Presbytery.
RECOMMENDATION THREE - That the funds for the background checks and psychological/social evaluations come from the budget of the Board of Ministry.
A time of evaluation of the retreat was held and, after discussion, the Board decided to schedule a two-day retreat in February 2011, with the program to include a workshop on moral and ethical issues.
The meeting was closed with prayer, led by Rev. Small.
“Appendix G” Board of Nominations

The Board of Congregational and Pastoral Care met on April 9, 2010 with Terry Gordon, Eduardo Montoya, John Baird, Stanley Kline, and J. B. Gates present. The meeting opened with prayer by Stanley Kline.
A letter from Rev. Ronald Gross was read, resigning as appointed moderators of New Hope, Casey, and Pleasant Grove Congregations.

Having received a communication from Cindy Martin regarding holding a Miniversity at the Spring 2011 meeting of Presbytery, the following information is being presented for discussion:
Is there an interest in holding a Miniversity before the meeting of Presbytery beginning 10 a.m. on Friday and running 4 hours? The cost is $30 per person or a group rate of $120 for groups of 4 or more from the same congregation.
We would like to ask for a show of hands expressing interest in such an event.
Recommendation #2: Based on the amount of interest in attending Spring Miniversity we ask that Presbytery set aside Standing Rule #2 for the spring meeting of Presbytery and begin 1 hour later to accommodate the 4 hour time line and begin at 2:30 p.m. CST.
The committee discussed a communication from Rev. Robert Watkins regarding he and his family are moving to Kentucky but he is seeking to keep his membership on the roll of ministers with North Central Presbytery. The committee was in agreement with the following recommendation.
Recommendation #3: The Presbytery makes the following recommendation to the Synod of the Midwest that Rev. Robert Watkins remain on the roll of ministers of North Central Presbytery.
In closing, we the committee, would like to express our sincere gratitude for the gracious hospitality provided by the Fairfield Cumberland Presbyterian Church. We have been blessed with good music, good food, and an overly humorous Pastor. We wish to offer up much thanks and many blessings.
