MINUTES OF THE MEETING OF NORTH CENTRAL PRESBYTERY October 13-14, 2006 AFTERNOON SESSION, October 13, 2006, 1:30 p.m. CDT
The opening worship service was led by the retiring moderator, Rev. Terra Sisco with Debbie Shanks at the piano playing “He Leadeth Me.” The congregation joined in singing “When We All Get to Heaven.” After prayer, she read from Matthew 11:28-30 and spoke on “Come to the Foot of the Cross.” She closed with prayer. The service was closed by singing “Turn Your Eyes upon Jesus.”
Rev. Carroll Richards gave the necessary announcements.
Dr. Tom Craig, representative of the GA Center Task Force, updated presbytery on the progress of the relocation of the denominational center. The Task Force has had two prospective buyers thus far for the old building or buildings and a third buyer is in negotiations. The denomination is in negotiations for a new location, not yet fulfilled. There are plans for renovation on the property and for constructing a new building to house the archives since they can’t be in a building that has a wet fire protection system. The total is $2,800,000 of which $641,780 has been received thus far.

The moderator called the meeting to order and after a sign in roll call, the Stated Clerk declared a quorum present. Rev. Kevin Small prayed the Constituting prayer.
Rev. Terra Sisco was re-elected Moderator by acclamation. Rev. Shirley Topar was elected Vice-moderator by acclamation. The program was adopted as printed. The moderator declared recess.

COMMUNICATIONS
A letter of dismission from Murfreesboro Presbytery for Rev. Melissa Goodloe was received and on motion she was enrolled in NC Presbytery. Communication from the Organizational Task Force asking for input. Letter from the Synod of the Midwest which will meet April 27-28, 2007 at the Chandler IN church as a general meeting. All ministers are to attend and each congregation will be required to send a representative. Presbyteries will not have to send a delegate. A report from the commission to ordain and install Geoff Bunting to the Chandler Church was received. On motion the commission was dissolved. Communication from Rev. Geoff Bunting asking that his pastoral relationship with the Chandler Church be dissolved and that he be permitted to serve a non-CP congregation; referred to Committee on Overtures, Resolutions and Excuses. A Chandler Church request that the pastoral relationship between church and Rev. Dan Gross and Rev. Geoff Bunting be dissolved; referred to Committee on Overtures, Resolutions and Excuses. Letter from Rev. Dan Gross asking for his pastoral relationship with Chandler Church be dissolved and that he be permitted to serve a non-CP congregation referred to Committee on Overtures, Resolutions and Excuses. Letter for information about the new Chandler church from Tim Myers referred to the Committee on Overtures, Resolutions and Excuses. Constitutional Amendment to the Rules of Discipline needing to be considered by the presbytery; tabled until business on Saturday to study the changes. First CP Church Warren MI letter asking for presbytery to approve closing the church; referred to Committee on Overtures, Resolutions and Excuses. Letter from Rev. David Glasgow, Grace Presbytery who needs a partner church for eight weekends for a new course in sanctification. The report of the commission to ordain and install Janeth Yarce was received by presbytery and on motion the commission was dissolved. Oral word that Hebron CP Church has closed was referred to Board of Finance and Trustees and the Board of Pastoral and Congregational Care to verify the closing and to explore property issues. A letter from Chandler CP church session with a memorial to presbytery; referred to the Committee on Overtures, Resolutions and Excuses. The report of the 176th General Assembly Commissioners was received.

EVENING SESSION, October 13, 2006 7:00 p.m.
The Consecration Service was led by the CPWM. Cindy Irwin played the prelude. Moderator Sisco called recess out and gave prayer for a family in crisis. CPWM President Jan McReynolds read from Psalm 105:1-4. The opening prayer was given by Jala Morris. After a congregational hymn, “In My Heart”, Jan McReynolds gave the Offertory Prayer for the offering that will go to the Jobs Program for Women Heads of Household in Cali. Ruth Louder, Jala Morris, Edith Harl, and Carolyn Austin took the offering of $375.00. The Rev. Dr. Carroll Richards spoke on “Shin Kickers and Light Givers.” Shin kickers are a people that want the light of love and put people to the test. Light givers know the light of God’s love. The shin kickers that receive the light are to be the light givers to those around them. The need for light givers is the greatest where the darkness is the greatest. Does our light shine so God’s name may be graced? After prayer, “Just As I Am” was sung. The Communion Service was conducted by Rev. Dr. Carroll Richards with elders Roy Shanks, Kevan Stum, Michelle Miller and Jerry Pataki assisting. After prayer the congregation sang “Near to the Heart of God.” Following the benediction, the moderator declared recess until 8:30 a.m. Saturday morning.
SATURDAY MORNING, October 14, 2006 8:30 a.m.
The morning devotional was led by Candidate Herschel French. After prayer, he read from John 14:15-24. He spoke on “Call to Obedience” and ended with prayer.
The Memorial Service was led by Dr. Albert Smith and Elder Vivian Fessenbeck with Debbie Shanks at the piano. The service was opened with a prelude, “Sweet Hour of Prayer.” The congregation joined in singing “Abide With Me.” Vivian read 1 Corinthians 16:50-57. The list of elders was read: Richard Miller, Petersburg; Ruth Pankake, Monroe City; Cecil Edwards, Monroe City, Norrine Nelson, United; Leo Shaw, Mt. Oval; Dorothy Smith, Casey; Pauline Applegate, Casey; Mary Harris, New Hope; Harold Vote, Morningside. A candle was lit and a time of silent prayer was had. The list of deceased CPWM was read: Ruth Cole, Lincoln; Kathryn McCawley, Lincoln; Frances Ritterbush, Lincoln; Judy Williams, Good Prospect. A candle was lit and a time of silent prayer. Dr. Smith led in prayer.
The Heritage Report of New Hope church was given by Elder Kevin Parrent.

Communications: Letter of information from Hanover Park about their 20th Anniversary Dec. 3 at 11:00 inviting members of presbytery to attend.
The report of the Committee on Overtures, Resolutions and Excuses was read, concurred in, its recommendations adopted, marked “I” and placed on file.
The Rules of Discipline amendment to the Constitution (Confession of Faith) was approved.
Nominations were opened. The names of Mike Zoll for the Board of Finance and Trustees and elder Roy Shanks for Commissioner to GA were placed in nomination. Nominations were closed. They were elected by acclamation.
Perry Simpson, a representative of Union North Church, asked for guidance and help. They request that the presbytery allow Rev. Dennis West, who is serving as their minister, have his ordination recognized and be installed as their minister. Board of Ministry chairman Ralph Blevins informed Mr. Simpson that such recognition is prohibited by our Constitution, but the board will explore ways to assist the congregation.
Terry Gordon of Board of Pastoral and Congregational Care asked for moderators for churches. Rev. Terra Sisco-Mt. Oval, Rev. Shirley Topar-Fairfield, Rev. Geoff Bunting-Oak Grove were appointed.
Delight Hopson, a member of the Good Prospect congregation, a missionary in the Partnership Program to East Africa spoke. She explained that the program is not under OUO and asked for prayers and support in the field of missions.

A commission for the installation of Rev. Roger Dallwig as pastor of the Grace CP Church was appointed: Revs. Shirley Topar, and Rene Alvarez and Elders Ken Everett and Marisol Marroquin will constitute the commission. The installation is set for Nov 11, 2006 at 7:00 p.m..
A commission to handle the closure the First CP Church, Warren MI was appointed: Revs. Roger Dallwig, Rene Alvarez, and Shirley Topar and Elder Ken Everett were so named.
The final minutes were approved as read. After a voice final roll call, the Stated Clerk declared a quorum present.
The moderator thanked the Fairfield Church for their hospitality. Presbytery was adjourned to meet April 13, 2007 at 1:30 p.m. CDT with the Willow Creek CPC in rural Martinsville, IL. The moderator gave the benediction.
APPENDIX A REPORT OF THE 176th GENERAL ASSEMBLY COMMISSIONERS
TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield C. P. Church, Fairfield IL, October 13-14, 2006 North Central Commissioners: Carroll Richards, minister (Chairman of Judiciary Committee); Kevin Small, minister (Cumberland Presbyterian Children’s Home and Bethel College), Roy Shanks, elder (Program Planning); and Rita Vaught, elder (Memphis Theological Seminary and Historical Foundation). The theme "So Great a Cloud of Witnesses" was chosen for the concurrent General Assemblies with the Cumberland Presbyterian Church in America (132nd) and the Presbyterian Church USA (217th). Dr. Carroll Richards participated in the joint worship and communion service on Sunday evening. The General Assembly was very focused on the Denominational Issue. Last year’s GA had authorized a campaign to raise funds to buy or build a new center which has not gone well. The $1,500,000 bid for all the Memphis denominational property (except the Warren building which had no bid) was accepted. The Warren Building may become the new home of denominational offices for a few years. Another decision of the GA was to establish an Organization Task Force to look carefully at the way the denomination is organized for ministry. They have been given the power to propose changes which will have to be accepted by the 2007 GA to go into effect. Dr. Richards was named to the Organization Task Force. P. Church, Fairfield IL, October 13-14, 2006 The Board of Ministry met at the Willow Creek Church on August 26, 2006. The meeting was opened with prayer by Roy Shanks. Present were Chairman Ralph Blevins, Nick Ashley, Andy Pottorff, Roy Shanks, and Tom McReynolds. Absent were Shirley Topar, (excused) and Robert Watkins (excused). Ralph Blevins, chairman; Robert Watkins, Vice Chairman; and Tom McReynolds, Secretary; were reelected as officers for the coming year. Candidate Herschel French met with the Board and discussed his desire to attend Asbury Seminary in Lexington, Kentucky. Herschel also noted he had assisted with two presbyterial youth camps this summer, been on a missions trip, and is helping with music at the Fairfield Church. RECOMMENDATION: That the request of Herschel French to attend Asbury Seminary in Lexington, Kentucky be approved. The Board decided to again have a retreat for Probationers in conjunction with the spring board meeting to be held on February, 23-24, 2007. Workshop topics were discussed. All probationers are reminded they need to attend at least one Board of Ministry meeting per year. The meeting was adjourned with prayer led by Roy Shanks. Respectfully submitted, Tom McReynolds, Secretary APPENDIX C REPORT OF THE BOARD OF HERITAGE AND WITNESS TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield C. P. Church, Fairfield IL, October 13-14, 2006 The Board of Heritage and Witness met at the Willow Creek C.P. Church on August 26, 2006. The following members were present. Dave Parman, Chairman, Chris Blevins and Ruth Louder, Secretary. Karen Peel was excused and Juanita Martin was not. Rev Parman gave a short devotional form II Kings, 6:1-10. God can overcome our problems with prayer and miracles such as the floating axe head when they were building and it was a borrowed one at that. Rev David said a prayer. New Hope will give the Heritage report in Fall 06. Mt. Olivet will give it in Spring of 07. Social Concerns. One of our biggest challenges in our church at present is music and the worship styles. This needs to be addressed in our denomination to find ways to maintain satisfaction by listening to the wisdom of our older converts and well as the needs of our newer converts. Rev. Respectfully submitted, Ruth Louder, secretary APPENDIX D REPORT OF THE BOARD OF JUDICIARY AND SESSION RECORDS TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield C. P. Church, Fairfield IL, October 13-14, 2006 Members present were Chairperson Nelda Kline, Secretary Mary Gard, Rev. Roger Dallwig, Rev. Oscar Lee Nichols and Bud Hannaford. All members were present.. The Board of Pastoral and Congregational Care asked the Board of Judiciary and Session Records to consider a situation regarding a specific memorial gift to the Chandler Cumberland Presbyterian Church. Nick Ashley was brought into our meeting and asked to summarize the specifics regarding the memorial gift in question. The Chandler session had given Nick permission to address the board meetings with the situation. After presenting the facts regarding the memorial gift, Nick Ashley left our meeting and the situation was discussed. Rev. Dallwig made a motion, second by Rev. Nichols to make a recommendation to Presbytery as follows: We considered the following: -In this specific instance the memorial gift of $10,000 was designated and restricted to a certain purpose and requires the donor’s approval before use. -It is unlikely the gift will be used by the Chandler church because of these restrictions. -The donor has requested the Chandler church return the gift. RECOMMENDATION: That the Chandler church return this specific gift to the donor. A notice was received from Christ Church that they haven’t had a session clerk since March 2005 and therefore do not have minutes available for review. We remind presbytery that when a church does not have a session clerk the session should appoint one of its members or a member of the congregation to be session clerk Pro Tem and minutes be recorded of its meeting. Those minutes need to be submitted for review at the appropriate board meeting. The church needs to elect a session clerk as soon as possible. See Rules of Order numbers 3.2 and 3.6. It was noted that Chandler Church did not specify if a quorum was present and if any elders were absent and whether they were excused. Also, there was no mention of monthly financial reports. Minutes were received from the following churches: Bethany, Burnt Prairie, Casey, Chandler, Cumberland Chapel, Elm River, Fairfield, Faith, Georgetown, Good Prospect and Grace. Minutes were not received from: Albion, Campground, Christ, Ebenezer, Fullerton, Hanover Park, Hebron and Knights Chapel. Albion, Ebenezer and Knights Chapel did not provide minutes in 2005 either. Also, it was noted that the following churches did not present minutes in 2001, 2002, 2003, 2004 and 2005: Campground, Hanover Park and Hebron. The Board urges these churches to present minutes at the next spring Board meeting. The minutes were read and motion to approve by Mary Gard, second by Bud Hannaford. Motion passed. Respectfully submitted, Mary Gard, Secretary APPENDIX E REPORT OF THE BOARD OF FINANCE AND TRUSTEES TO: North Central Presbytery of the Cumberland Presbyterian Church in session with the Fairfield C. P. Church, Fairfield IL, October 13-14, 2006 On March 28, 2006, the Board of Finance and Trustees held a called meeting with all members present for the purpose of granting Grace Cumberland Presbyterian Church, Lincoln Park MI, permission to sell their present church property and to purchase another church property in Lincoln Park. The new building is located approximately 5 blocks from their present property. It is newer, smaller, and will be much easier to maintain, cool, and heat. The sale of the present church property will allow the congregation to move into their new building debt-free and be able to hire a full-time pastor. They see this as a fresh start and hope to see their congregation become a vibrant, growing church once again. By motion, second, and vote, the Board of Finance and Trustees granted the session of Grace Cumberland Presbyterian Church, Lincoln Park MI, the authority to sign all documents required to sell their current property – church building, manse, and parking lot – and to purchase another church property in Lincoln Park MI. The Board of Finance and Trustees met in regular session on August 26, 2006 at the Willow Creek CP Church. Members present were Rita Vaught, Ron Huffman, Stephen Hughes, and Terry Titus. Absent and excused were Jerry Neidigh, Debbie Shanks, and Don Findley. Absent and unexcused was Bob Owen. Vice-Chair, Rita Vaught, called the meeting to order and had the opening prayer. Budget requests for 2007 were reviewed. RECOMMENDATION: That the following budget and apportionments (based 50% on active membership and 50% on total income minus total outreach giving) be adopted for 2007. Church, Fairfield IL, October 13-14, 2006 The Board of Christian Education met on August 26, 2006 at the Willow Creek Cumberland Presbyterian Church with the following members present: Ch. Kevin Small, Dan Gross, Kim Wheeler, Heather Wallace, Anna Ruth Long, Kathleen Fischer, and new members Carla Harnacke and Cheryl Allison. A letter of excuse was read from Durant Axton. Opening prayer was led by Anna Ruth Long. A scholarship application from Bethel freshman, Brittany Meeks was reviewed. The motion was made by Dan Gross and seconded by Kim Wheeler to award the requested scholarship. Reports of both 2006 youth camps were read. It was noted that both camps went very well with several salvations and rededications being reported. The following upcoming events were discussed: 1. It was noted that the Miniversities would again be presented in January at the Woodlawn Church in Paducah, and Morningside in Evansville. 3. Junior/Junior High Camp will again be held at Brush Creek, June 3-8, 2007. Kevin Small and Margaret Allison will be the co-directors. 4. BKK dates will probably be July 29-Aug.4. Herschel French and Cheryl Allison will be the co-directors. They have requested the camp be moved to Brush Creek. This request was granted. 5. The denominational Youth Evangelism Conference was discussed. It is to be held December 28-30, in Orange Beach, AL. Motion was made by Anna Ruth Long, and seconded by Cheryl Allison that eleven $100 scholarships be made available to youth ages 15-19 to attend the conference. The youth should be active in their local C.P. youth group and provide a letter of recommendation from their pastor or session. The monies will be made available through previously budgeted 2006 conference funds. Inquiries should be sent to Kevin Small. The minutes of the meeting were read and approved. P. Church, Fairfield IL, October 13-14, 2006 On Aug. 26, 2006 the Board of Pastoral and Congregational Care met at the Willow Creek C. P. Church for the Fall board meetings. Present were Stanley Kline, Dean McReynolds, Jerry Pataki, Don Groves and Terry Gordon, Chairman. Members absent and excused were Sue Strause and Eduardo Montoya. The opening prayer by Don Groves. Reports received from appointed Moderators were Rev. Oscar Nichols - Good Prospect, Rev. Albert Smith - Spring Hill and Petersburg and Rev. Ralph Blevins - Burnt Prairie, Cumberland Chapel, Union North, & Lebanon North. Moderators are needed for Mt. Oval & Oak Grove Churches. Lincoln 1st C. P. Church plans a Denominational Women Only Mission trip and requests $100 each for four women attending Sara McCawley, Bonnie Young, Marilyn Tisdale & Rita Vaught. Rev Roger Dallwig has resigned as Pastor of the yoked ministry of First & Faith C. P. Churches and has moved to Pastor the Grace C. P. as of June 11,2006. Faith has requested Rev. Terence McCain to be their Session Moderator. First has ask for Rev. Roger Dallwig be appointed their Moderator. RECOMMENDATION ONE: That the pastoral relationship between Rev. Roger Dallwig and the yoked ministry to Faith C. P. & First C. P. congregations be dissolved. RECOMMENDATION TWO: That Rev. Roger Dallwig serve as Moderator of First C. P. Church, Warren, Mich. RECOMMENDATION THREE: That Rev. Terence McCain serve as Moderator of Faith C. P. Church, St. Clair Shores, Mich. RECOMMENDATION FOUR: That the contract be approved between Grace C. P. Church, Lincoln Park, Mich. and Rev. Roger Dallwig dated June 11, 2006. North Central Presbytery has several churches without a shepherd responsible for their spiritual leadership. This board has discussed at length this urgent need for a "Shepherding Program" with Presbytery hiring an ordained Pastor to serve these congregations without a Pastor. Duties of such a person or persons are - 1. Preach in churches when needed. 2. Moderate sessions as assigned. 3. Be a contact person for congregation and board. 4. Fill needs when ordaining Elders, taking in members, baptisms, dedications, visitations & etc. 5. Make sure to schedule with a wide variety of churches. RECOMMENDATION FIVE: That Presbytery consider this "Shepherding Program" and fulfill a very urgent need. Chandler Church has suffered a great lost in members, finances and service to their community. The recommendations of the Spring Presbytery have not been carried out. RECOMMENDATION SIX: That Presbytery appoint a NEW Commission to investigate their neglect of following the recommended actions and taking disciplinary actions where needed. P. Church, Fairfield Il, October 13-14, 2006. We wish to thank the elders and congregation of Fairfield CPC, Fairfield Il for their gracious hospitality, delicious food and comfortable accommodations afforded the fall meeting of North Central Presbytery. The committee received excuses from the ministers, candidates and sessions: Reverends Eduardo Montoya, Janeth Yarce, Robert Watkins, Wayne Furr, Marcia Compton, David Parman, Jeremias Aros, Durant Axton (Saturday only). Licentiate Darlene Gilding Churches – Ebenezer CPC, Mt Olivet, Shinar, Lincoln First CPC, Grace Church, First Warren. Recommendation One: We recommend that these excuses be granted. However, The committee wishes to remind all the members of this presbytery that is the duty and responsibility of all ministers, candidates and churches to participate in the governance of the body. In order to function at our best, all must participate. The Committee also received a letter from the First CP Church in Warren MI. In response to that letter we make the following recommendations: Recommendation Two: That First CPC in Warren Michigan be allowed to close at a date to be determined. Recommendation Three: That they be allowed to pursue the sale of the church building and properties. All financial actions to be conducted in accordance with our constitution. Recommendation Four: That upon closure of the First CPC in Warren, members will be transferred to Grace CPC Recommendation Five: That a commission be appointed by presbytery to handle the closure of this church The committee received letters from the Chandler CPC and from Reverends Dan Gross and Geoff Bunting requesting that the pastoral relationship between these parties be dissolved. Recommendation Six: The pastoral relationship between Chandler CPC and Reverend Dan Gross and Reverend Geoff Bunting be dissolved. Reverends Gross and Bunting further requested that they be allowed to serve as pastors of a non-CP congregation. Recommendation Seven: That Reverends Dan Gross and Geoff Bunting remain members in good standing with this presbytery and be allowed to serve a non-Cumberland Presbyterian church. The committee also received a resolution from the Chandler CP Church. Recommendation Eight: That the resolution be denied. However, during discussions about the resolution the committee spent considerable time talking with several elders of the Chandler CPC as well as to Reverends Gross and Bunting. During the course of these talks it became apparent to the committee that there is a great need for healing in this situation. In the spirit of healing, Reverends Gross and Bunting agreed to re-emphasize to the members of their congregation that there can be absolutely no recruitment of members from the Chandler CPC. The committed realizes that this does not address all of the issues that exist between the Chandler CPC and Reverends Gross and Bunting. Therefore we respectfully and prayerfully make the following recommendation. Recommendation Nine: That the Board of Pastoral and Congregational Care be directed to meet with Reverends Gross and Bunting and with the session and congregation of Chandler CPC.
